Preparation:Take a container in which to mix sage, oil, bay leaf, zest, ground black pepper and 1.5 teaspoons of salt. Rub a piece of meat with this mixture and leave it in the refrigerator for 10 hours so that it can soak up the aroma. After taking the meat out, leave it for another 2 hours at room temperature, putting it in a pan with the fat side up. In order for the meat to be tasty and juicy, you should observe the temperature regime when baking it. First, preheat the oven to 230 degrees and put the pan with meat in it for 30 minutes, then reduce the temperature to 175 degrees, at which bake the meat for 1.5 hours. You can check the readiness of beef in the oven in two ways: with a thermometer - the temperature inside the meat should be about 50 degrees, and by color - it should be pink. If the required degree of roasting is achieved, turn off the oven and leave the meat there for another 20 minutes. Then remove the bones and cut into medium pieces. Boil the potatoes until half-ready, chop coarsely and, 15 minutes before the meat is ready, put them in the pan with the beef, drizzling with olive oil.
