The bill is called "On Legal Regulationthe activities of social networks and on the introduction of amendments to certain legislative acts ". His main idea: to register in any social network will be possible only on the passport. That is not before a person turns 14 years old. At this age a teenager gets a passport, can change his name and surname, starts to bear criminal responsibility, he can already be admitted to United Russia, for example. And finally gets the right to register with impunity in social networks - under the real name, no nicknames, according to passport data. According to the main author of the bill, MP Vladimir Petrov, such a measure will help, among other things, to protect children from unnecessary information. In particular, a teenager will not be able to join a community intended only for adults. And the Blue Whale will be insured: after all, the curators of the "death groups" will also lose their anonymity. If the social network violates these requirements for anonymity, it is offered to be fined up to 300 thousand. As well as users: for providing false information about yourself with a liar, take a thousand or two rubles. Michael Vinogradov, a psychiatrist-forensic scientist, doctor of medical sciences, professor of psychiatry:- The idea in itself is good: to protect children from social networks. But technically it is very difficult to do. The ban always causes the desire to bypass it. I think the children will be able to find loopholes.

There is an opinion that the hysteria around the "Blue Whale" and other "Nah, so far" is inflated artificially. And there are arguments.
