Petersburg deputies brought in for discussion inThe State Duma has a bill that aims to reduce anonymity on the Internet to zero. According to the developers of the document, this will benefit public safety. And at the same time, and protect children. How? The question is interesting. Well, on the air is our favorite column "Let's Understand."Children under the age of 14 want to ban social networksPhoto: GettyImages

What's the point, brother?

The bill is called "On legalregulation of the activities of social networks and on amendments to certain legislative acts." Its main idea: it will be possible to register in any social network only with a passport. That is, not earlier than a person turns 14. At this age, a teenager receives a passport, can change his first and last name, begins to bear criminal responsibility, he can already be accepted into "United Russia", for example. And finally, he gets the right to register with impunity in social networks - under his real name, no nicknames, according to passport data. According to the main author of the bill, deputy Vladimir Petrov, such a measure will help, among other things, to protect children from unnecessary information. In particular, a teenager will not be able to join a community intended only for adults. And they will be insured against the "Blue Whale": after all, the curators of "death groups" will also lose their anonymity. If a social network violates these requirements for anonymity, it is proposed to fine it up to 300 thousand. As well as users: for providing false information about themselves, a liar will be charged a thousand or two rubles. Mikhail Vinogradov, forensic psychiatrist, doctor of medical sciences, professor of psychiatry:Mikhail Vinogradov— The idea itself is good: to protect children from social networks. But technically it is very difficult to implement. A ban always causes a desire to circumvent it. I think children will be able to find loopholes.

Was there a whale?

Parents, of course, are interested in one thing:But will the law protect their children from "death groups"? An even more interesting question. There is an opinion that the hysteria around "Blue Whale" and other "Nya, poka" is artificially inflated. And there are arguments. For example, the "VKontakte" network is used most in St. Petersburg. 75 percent of socially active users of the cultural capital are there. The suicide statistics here are 8.1 cases per 100 thousand people. And in Kamchatka, where "Odnoklassniki" is much more popular, the suicide statistics are 21.5. How is that possible? Are the statistics lying? No, it is unlikely.Mikhail VinogradovChildren need to be engaged. If the parents build a trustful and warm relationship with the child, talk to him, listen and hear, even for a few minutes a day, the child will never have any thoughts about his uselessness and suicide.Children under the age of 14 want to ban social networksA photo: GettyImages "Curators", who yesterday sat just at the desks (or still sit), on such subtle psychologists are unlike. Moreover, they are unlikely to be capable of mass agitation. Politicians in the State Duma, too, were not particularly fired by the initiative of the St. Petersburg deputies: children, of course, need to be defended. But such austerity will certainly cause discontent among people. And why now is an extra reason for social tension?

Security Code

The doctor did not ignore the problem eitherKomarovsky. He devoted one of the episodes of his program on the TV channel "Friday!" to social networks: - Social networks are a good and very important thing, it is a large part of our life, - he immediately made a reservation. And he got down to business. According to the doctor, adults are currently unable to teach children how to behave correctly on social networks. Because they themselves do not know how. Not everyone knows what a privacy policy is. Not everyone understands what information should not be disclosed.Evgeny KomarovskyI believe that children under 13 have nothing to do in social networks. In many countries this is a legal restriction. Until then, adults are able to teach them basic safety rules.Children under the age of 14 want to ban social networksA photo: GettyImages For example, you do not need to upload endless selfies with the signatures "We are resting with my parents in Anapa". This is a great signal for burglars. Do not share too personal pictures: they can become prey to pedophiles. Registering on any resource, you can not specify your real address, phone number, plastic card numbers and the like.Evgeny KomarovskyMonitor your child's safety on social mediaOnly an adult who understands what it is can. Explain to children that avatars are not people. Anyone can hide behind them. You should only communicate with real people.

Counter attack

The social network VKontakte failedkeep quiet when such things are happening around. According to the resource's representatives, the bill turned out to be good, but not well-developed. And they offered their additions. - The bill needs to be supplemented with bans on leaving the house without a hat, on creating so-called cuffs on trousers and wearing New Balance sneakers, which are popular among young people, - said Evgeny Krasnikov, press secretary of the social network. Of course, this is humor. In the meantime, government officials are considering the proposal of St. Petersburg deputies. If they decide to pass the law, it will come into force in January next year. Do you think social networks should be banned for children?

  • What a stupid thing. It is pointless. Children are not idiots.
  • For some kids, social media is an outlet. It's easier to find friends there.
  • We need to monitor social networks, block harmful groups.
  • You can always set up parental controls and monitor what your child is doing.
  • Even if the ban appears, still no one will be able to monitor its implementation.
  • Of course, you need to prohibit. We lose our children physically!
  • It would be better to ban it even until the age of 16. The child already has a head on his shoulders.
