According to local officials, the unusual rule is already having the desired effect. «I know it seems a bit odd, but it has had a positive effect, as we no longer receive complaints about such incidents», – says Norfolk Police Sergeant Andy Brown. According to Brown, splashing ketchup on the street does not entail criminal liability, but if the sauce damages the paint of a house or car, this could result in charges of causing damage to someone else's property.
