Class size standards until 2015
According to the Model Regulation ongeneral education institution» paragraph 26 of 19.03.2001 No. 196, no more than 25 people should study in one class. The same standards are present in SanPiN 2.4.2.2821-10, that is, sanitary standards. This number of students allows teachers to cover all children in the educational process. It is convenient for the school management to "cram" up to 40 students into a class. This is due to the fact that teachers' salaries depend on the number of students. The budget rate for a teacher is allocated for 25 students. And since each teacher works 1.5-2 rates, the management violates the standards.
Number of students in a class by law
In 2015, the Chief Sanitary Doctor issued Resolution No. 81 with the following changes to sanitary standards:
- P.4.9 states that each student should have at least 2.5 m2 of classroom space, excluding the space allocated for furniture. Moreover, 2.5 m2 is for frontal seating, but if group classes in the form of seminars are needed, the area increases to 3.5 m2 per student. Knowing the area of the classroom, you can calculate the permissible number of students.
- A.5.1 notes that the number of students in a school should not exceed the capacity of the project. On how many students the school was planned, so much should it learn. It also noted that each student must be provided with a desktop in accordance with the growth and teaching process.
Thus, the latest resolution allows"to fill" a class with any number of children, if the area allows. This does not take into account the teacher's capabilities, which is why the learning process itself suffers. The school administration can refer to this regulation, enrolling many children in a class. However, if all classes are overcrowded, you can try to operate with paragraph 5.1 of the same regulation, which limits the capacity of the school to the number of students included in the project of this institution. Changes in sanitary standards in 2015 allow increasing the number of students in a class above reasonable limits at the expense of the area of the classroom. These standards can be calculated by removing from the total area the space occupied by furniture and educational equipment.
